Metal cylinder along Hwy. 99 demystified

Officer R.G. Schubert, with the CHP Valley Division Commercial Enforcement Unit, said the strange device was manufactured in Oregon and is on its way to Hayward, in the Bay Area.
The new owner is GE Water and Process Technologies.
Schubert said the combined weight of the evaporator, the truck and low bed trailers is about 250,000 pounds. The overall length including the cab of the big rig is 166 feet — more than double the average big rig and double trailer length, which is about 72 feet.
Because the evaporator — at 17 feet, 2 inches tall, and more than 16 feet wide — is too big to fit through a lot of underpasses, Schubert said it has to take the "high" route to Hayward, avoiding standard 15-foot high bridge structures.
There are a host of restrictions in hauling such oversize loads, Schubert explained, which include getting permits from all state, county and city agencies that might be affected.
He said the company hauling the evaporator hit a curfew as they were passing through Chico with a CHP escort, and had to park the rig.
Because of the holidays,
Schubert said the truck will probably be there until at least Tuesday.When it leaves, again under CHP escort, Schubert said it will travel to Tracy, then head west to Hayward. "It can't take the direct route," he said, "and loads that big are usually moved at night."
Under contract, Schubert said companies that require CHP escorts reimburse them for their expenses.

Watershed group makes cloud seeding recommendations
Nov. 29, 2011 — The Almanor Basin Watershed Advisory Committee (ABWAC) met Tuesday, Nov. 15, and devoted the bulk of the meeting to the ongoing topic of cloud seeding in the Lake Almanor Basin. 
The issue first surfaced when resident Lisa Marcus, at the urging of ABWAC member David Durkin, attended the March 9 advisory committee meeting.
During the public comment period she read a summary of her concerns that included questions she wanted answered by the Pacific, Gas & Electric Co.
As a first-action step, ABWAC hosted a public forum in Chester May 25 that fielded a panel of seven scientists in response to stated community concerns.
Following the forum, ABWAC created a subcommittee to continue research efforts, and Dick Daniel was selected to chair the effort.
Subcommittee members are Dr. Charley Plopper, Ryan Burnett, Nancy Ryan, Carl Felts and Emily Creely. Member Aaron Seandel also attended several meetings.
Daniel said the group met throughout the summer and fall to address the questions and concerns of the community.
“The members were given a number of assignments and conducted themselves very professionally,” Daniel said.
The end product of the work was a prepared paper in which the subcommittee made a number of recommendations to go forward to the Plumas County Board of Supervisors (BOS).
In accordance with ABWAC procedure, Daniel presented the recommendations to his peers Nov. 15.
He said the group work involved the studying of toxicity, public health, the fate and transport of chemicals used, the monitoring and research tied to cloud seeding and the quality control associated with the chemicals used.
He said the findings reported were broken down into related categories.
The first listed how often Pacific, Gas & Electric (PG&E) operates cloud seeding stations in the Lake Almanor Basin.
It was reported that seeding occurs November through May of each year and, in the past 10 years, days of seeding ranged from a low of 16 days in 2010-11 and a high of 49 days in 2004-5.
The second and third categories in this section addressed the chemicals used in the operation and the subsequent presence of nanoparticles released by the cloud seeding generators.
The subcommittee’s published finding on these topics read, “It is well-recognized that chemicals in nanoparticle form require additional detailed information to clearly understand the hazards they pose to the environment and public health. Such detailed information is not currently available. Additionally, a lack of direct information exists on the hazards of silver iodide alone, or the hazards when silver iodide is in a complex mixture with other chemicals, especially in nanoparticle form.”
In the area of chemical fate and transport their studies found “Several multi-year studies, summarized in Cardno ENTRIX 2011, are unanimous in their conclusion that silver iodide used in cloud seeding is practically insoluble, does not tend to dissociate to its component ions of silver and iodine, and is not bioavailable in the aquatic environment but instead remains in soils and sediment.”
The study of toxicity produced several finds to include: “For toxic chemicals studied in any detail, including elemental and ionic silver, concentrations necessary to become toxic are much lower when in nanoparticle form … However, the potential hazards of silver iodide by itself, much less when it is mixed with other chemicals or in nanoparticle form, have not been studied … (and) Risks to human health are unknown for silver iodide in nanoparticle form.”
The findings in response to public health concerns contained two statements: “Plumas County’s age adjusted death rates for several health status indicators (specifically all cancers, lung cancers and chronic respiratory disease) fall below both the nation and state” and, “There is no data currently collected that will allow a more local understanding of health trends in the cloud seeding area related to respiratory illnesses or cancers. In conclusion, there is a current lack of specific public health data to reach a scientific conclusion on whether or not residents within the cloud seeding area are experiencing any health effects as a result of cloud seeding.”
The two remaining categories of the report addressed monitoring data collected that is pertinent to cloud seeding in the Almanor Basin and regulatory oversight.
Findings in the area of monitoring of silver contamination revealed a more detailed analysis of water, sediment and fish samples needs to be completed over an entire winter season.
In the final category of oversight, the subcommittee noted the responsible agency, the California Department of Water and Resources, does not include in cloud seeding a permitting and monitoring system.
In response, the finding read, “This lack of environmental review required for cloud seeding creates skepticism among the population, limits pubic awareness of the issue, and could result in delays in mitigating any significant impacts of programs.”
After Daniel’s briefing, ABWAC members weighed in on the full document and made a number of suggestions for change.
The draft contained seven recommendations.
After discussion the group reached consensus on a revised draft that will include two recommendations to the BOS.
The first recommendation may ask, when revised, for the BOS to open dialogue with PG&E about:
•Informing the county of any proposed changes to current cloud seeding programs in Plumas County, including changes in procedures, chemicals used or the frequency or duration of cloud seeding.
•Working with science staff and outside experts in the fields of ecotoxicology and atmospheric chemistry to develop a rigorous monitoring program focused on the monitoring of silver in Lake Almanor shortly after cloud seeding events throughout the winter for at least three years. Sampling should include fish, aquatic organisms and lake sediments.
•The analysis including methods that will determine whether the silver is in nanoparticle form and, if possible, the chemical nature of the compounds from which the silver is measured.
•Lastly, that PG&E make water quality monitoring results available to the public annually through pubic forums, presentations to ABWAC, the BOS or local newspaper.
The second recommendation asks the BOS to initiate dialogue with appropriate state representatives about regulating cloud seeding in California.
Selected members of ABWAC will present the final recommendations to the BOS during a December meeting.

But the current in question is very small, measured in picoamps. And the DNA passes through the pore at such a rapid clip that electronics have a difficult time distinguishing such a small signal in so short a time. One approach has been to try to slow the speed at which the DNA passes, but that’s an imperfect solution.
The Harvard team, part of chemistry professor Charles Lieber’s laboratory, took a different path—boosting the signal. Their device, described in the online version of Nature Nanotechnology this month, consists of a chip that holds a field-effect transistor built from silicon nanowire and placed on a membrane made of silicon nitride. The pore is a small hole through both the nanowire and the membrane. As is typical in nanopore chips, a small chamber on each side of the membrane holds a solution of potassium chloride in which the DNA strand floats. But in most systems, the concentration of solution is the same on both sides of the membrane. In Harvard’s chip, the solution on the transistor side is just 1 percent the concentration of the solution on the other side.
Instead of measuring a change in current caused by a passing bit of DNA, the chip measures the conductance of the nanowire transistor near the nanopore, which is proportional to the current and voltage. The lower concentration of ions on the transistor side of the membrane produces a localized distribution of voltage around the pore opening, which controls a large current passing through the nearby transistor and thus magnifies the signal. Ping Xie, a postdoctoral researcher in Lieber’s lab, says other nanopore systems have to measure a current signal from tens of picoamps to a few nanoamps. ”Now we can measure tens of nanoamps to hundreds of nanoamps,” he says.
Where other nanopore systems operate at a rate of 10 to 100 kilohertz—not fast enough for DNA moving through the pore at roughly 1 million chemical units, or bases, per second—Xie says the Harvard version should in principle operate at a few gigahertz, far faster than the DNA moves, although they didn’t have the equipment to measure that.

This RFI is a market survey for information to be used for planning purposes only. The purpose of this RFI is to obtain information from industry on potential systems, processes, and products that will achieve calcium compound removal from concentrated urine to below solubility limit to prevent scale formation.
NASA intends to lease or procure a Electrodialysis Metathesis System for water recovery system on board the International Space Station (ISS).
One of the objectives of this work plan is to evaluate the electro dialysis metathesis (EDM) process for the removal of calcium scale precursors from urine. Operation of the International Space Station (ISS) urine processor assembly (UPA) has demonstrated that calcium scale can be a limiting factor to achieving high water recovery ratios. The urine generated on ISS has a high potential for calcium scale formation due to microgravity initiated bone loss from astronauts and the use of sulfuric acid as a pretreatment. As a result, the ISS UPA has operated at reduced water recovery ratio in order to prevent the precipitation of calcium scale. Examples of scale forming calcium salts: calcium sulfate and calcium carbonate. The need to resupply water to ISS can be addressed by mitigating this calcium scale problem and increasing the water recovery ratio of the UPA. This can be accomplished by removing the calcium and its ionic conjugates from solution. The EDM process may be developed as a method to remove calcium from solution and prevent its precipitation as calcium scale. The development of this technology also allows for the development of a new generation of spacecraft wastewater treatment systems which are designed specifically to deal with precipitated scale forming solids.
This preliminary information is being made available for planning purposes only, subject to FAR Clause 52.215-3, entitled "Request for Information or Solicitation for Planning Purposes." It does not constitute a Request for Proposal, and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. This procurement is subject to review or cancellation at any time.
The NAICS code planned for this procurement is 334516; the small business size standard is 500 employees. The schedule, method of solicitation, type of contract, set aside potential, selection criteria, pricing structure, and other considerations to be used will depend on the NASA's analysis of the responses received from this RFI.
NASA is presently familiar with the capabilities of Veolia Water Solutions EDM with capability for zero discharge desalination (ZDD), and seeks this or equivalent equipment to fulfill this need.
We request industry experts to provide any information, solutions, or product offering that will meet NASA's requirements.
System Characteristics: The system may incorporate an electro dialysis cell consisting of multiple compartments. The following is an example of possible system configurations that NASA seeks.
The electrodialysis-metathesis cell module may have a capacity of individually-placed ion exchange membranes: 3 cation exchange membranes and 2 anion exchange membranes. The cell module should have 2 electrodes: anode and cathode. The 2 cation exchange membranes should be placed in a vicinity of electrodes. The assembly should allow easy membrane replacement with a possibility of replacement of electrodes to test various membranes and electrodes. The room between membranes should have optimized spacers, also with a possibility of easy spacer replacement. The stack assembly should have seals that provide positive sealing. Each membrane compartment shall have inlet and outlet ports for processed liquids: two compartments for rinsing of electrodes, one compartment for feed stream, one compartment for replacement ions solution (for example, NaCl), two compartments for processed liquids consisting exchanged ions. The total number of compartments in this example: 6. The compartments will consist spacers that facilitate liquid flow and separate ion exchange membranes.
The proposed configuration may be a square or rectangular stack, tubular or other compact geometry.
The materials selection: the materials should be compatible with the product of highly concentrated salt solutions and acidic (pH2) conditions. The product stream is highly concentrated urine at about 80% of water removal level. Other streams would have parameters as used in metathesis.
The active cross section areas of electrodes and ion exchange membranes should provide system capacity of approximately 5 L per hour.
The anion and cation exchange membrane life span should be approximately the same under operational conditions.
Operational:
The example of scale-forming calcium compound is calcium sulfate. Its concentration needs to be maintained at a level below the precipitation threshold (the solubility is very low, at about 2.6 g/L at ambient temperature and decreases at elevated temperatures). Complete removal of CaSO4 may not be necessary. No water splitting (gas release) should occur. No excessive temperatures are allowed (operation at ambient temperature; need for external cooling shall be avoided). Optimized (minimal) power use is desirable. System should be able to handle particles in the processed liquids (design of compartments, spacers and ports).
We are looking for all pertinent information including rough order of magnitude for pricing, product lead time for delivery, and any information believed to be helpful in our market research and in determining industry capabilities. Desired lead time for delivery is 60 days after award of any contract or order.
Responses to this RFI must include the minimum following information: Company name, address, contractual and technical points of contact, phone number, e-mail, and website (if applicable), number of years in business, and name of parent company if applicable. Also required is information about the vendor's business size (i.e., large, small, small disadvantaged, woman-owned, veteran-owned, service-disabled veteran owned, etc.) , whether the firm is under a GSA Schedule Contract for this product, and which industries does the vendor identify itself with in the North American Industry Classification System (NAICS).
Detailed requirements for the acquisition have not been finalized, nor have the specifics for the acquisition strategy been determined. NASA intends to use the results of its market research to aid in the making of these final decisions. The objectives of this RFI are: to provide industry with preliminary information regarding this potential acquisition, solicit information about potential sources and ROM pricing estimates, to identify the capabilities of small business and other business classifications to perform the work, and to invite potential offerors to submit comments regarding the fulfillment of this requirement.
Responses to this RFI are due by 4:30 PM Pacific Time on Wednesday, November 23, 2011. Interested firms are requested to submit their capability statements, suggestions, schedule/ price "ROM" estimates, as well as any comments on the acquisition approach (email only) to: Elizabeth A. Submissions shall be compatible with and accessible using Microsoft Office software applications.

Removal of Precious Metal Catalysts: The removal of precious metal catalysts has long been understood to be key to achieving a step change in the cost of electrolysis, and therefore hydrogen production. The University of Southampton and Teer Coatings Ltd (MIBA Coatings Group) worked together to develop non-precious metal, low cost catalysts which could be used in conjunction with ITM Power's novel alkaline membranes also developed within this programme. Working with these partners ITM Power has developed membrane electrode assemblies (MEAs) which show stable performance in a variety of duty cycles and continuous operation in excess of 2,000 hours without signs of degradation.Increasing Current Density: Conventional liquid alkaline electrolysis tends to be restricted to low current density (&t;1A/cm2) operation. The solid alkaline membrane developed in this project has been characterised to 2A/cm2 and subjected to longevity testing at 1.67A/cm2. Higher current density enables more hydrogen to be generated from an electrolyser stack and as such is a very important parameter in reducing cost, offering a pathway to use fewer cells.Low Cost Stack Component: Boddingtons Plastics Ltd has developed moulded plastic cell plates to ITM Power's unique design, further reducing stack costs. Low Cost Balance of Plant Development: The development of hydrophilic alkaline membranes has enabled engineering and stack design advances which significantly reduce system costs, the most significant of which is dry cathode operation. In this mode, water is back diffused from the low pressure anode side of the stack through the membrane to the cathode. This avoids costly water management systems while retaining the ability to access high current density operation.These developments have culminated in significant potential for cost reductions which will be further developed under the Company's EU grant funded programme which was announced recently.
